Who selects the organization that receives the referral fee?

That is determined by the Rehome link used:

1. If a private owner uses an organization's unique Rehome referral link, that referring shelter or rescue receives the fee. To learn more about referral links click here!
2. If a private owner goes directly to rehome.adoptapet.com and creates a pet profile, Adopt a Pet collects the fee and uses it to help all shelters and rescues.
